WELCOME TO THE SURPLUS PROPERTY AUTHORITY

The Surplus Property Authority creates value for Alameda County through the disposition of excess County lands. Over the past 25 years, the Authority has been responsible for the sale or exchange of over 600 acres of vacant County land for public and private development, primarily in the Tri-Valley cities of Dublin, Pleasanton and Livermore. The Authority maximizes the value of County resources by:

  • Coordinating with the cities in which excess County lands are located to plan and entitle the properties for appropriate private and public uses.
  • Planning and financing needed infrastructure improvements, including roads, utilities, flood control, parks and BART station parking and improvements.
  • Shaping community image and providing neighborhood amenities.
  • Selecting private developers and selling properties for a variety of residential, retail and commercial uses.

In 2020, the Alameda County Board of Supervisors directed the Community Development Agency, through the Surplus Property Authority, to manage the disposition of two County properties in the City of Oakland, located on Broadway between 4th and 5th Streets.
