Eviction Moratorium Ordinance

On June 30, 2020, the Alameda County Board of Supervisors amended its previous eviction moratorium ordinance to ensure all tenants and homeowners Countywide can shelter-in-place during this crisis. This emergency ordinance now outlaws all evictions anywhere in the County with few exceptions. The ordinance allows tenants 12 months to repay rent over 12 months. This ordinance will remain in effect until 60 days after the local health emergency is lifted or 60 days after December 31, 2020, whichever is later.

Violators are subject to a $1000 fine and may be subject to civil proceedings.

If a city has an eviction moratorium ordinance, the city ordinance can prevail to the extent the ordinance is more protective of residents.

What We Do

The Housing and Community Development Department (HCD) plays a lead role in the development of housing and programs to serve the county's low and moderate income households, homeless, and disabled populations. HCD maintains and expands housing opportunities for low--and moderate--income persons and families in the county by:

  • Preserving the county's housing stock through rehabilitation and repair assistance programs.
  • Expanding the supply of affordable housing for lower income renters and owners, including first-time homebuyers.
  • Serving the needs of the homeless community as the lead agency in the countywide homeless collaborative and partnering with homeless service providers.
  • Revitalizing low-income neighborhoods by installing sidewalks and public accessibility improvements, and by constructing neighborhood-serving facilities.

Alameda County and Habitat for Humanity East Bay/Silicon Valley are launching Renew Alameda County, a home improvement loan assistance program designed to allow low-income homeowners to remain safely in their homes by providing rehabilitation and accessibility improvement services and loan financing to cover the associated costs. This program is funded by the voter-approved Measure A1 Affordable Housing Bond.
